How to File RTI with the Delhi Minorities Commission
Step 1: Frame Specific, Numbered Questions

Step 3: File Online Through the Delhi RTI Portal
The Delhi Minorities Commission is a Delhi State public authority. File your RTI application through the Delhi government's RTI portal at rti.delhi.gov.in. The portal supports online submission and online payment of the ₹10 fee under the RTI (Regulation of Fee and Cost) Rules, 2005. BPL cardholders are exempt from the fee — attach a copy of your BPL ration card. Alternatively, submit a physical application by registered post or in person to the SPIO, Delhi Minorities Commission, Delhi, with the fee paid by demand draft or Indian Postal Order in favour of "Delhi Minorities Commission" (or as specified by the Commission).

The SPIO must respond within 30 days of receipt of your application under Section 7(1) of the RTI Act, 2005. Where the information requested relates to the life or liberty of a person — for example, a complaint about a communal violence incident involving personal safety — the deadline under the proviso to Section 7(1) is 48 hours. Keep the acknowledgement receipt or portal registration number as proof of filing. Review the response carefully: if any point is unanswered or answered evasively, note it for the First Appeal.
Step 5: File Appeals if Required
If the Commission does not respond within 30 days, or the response is incomplete, incorrect, or improperly relies on an exemption:
- First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within the Delhi Minorities Commission within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required for the First Appeal.
- Second Appeal under Section 19(3): If the FAA also fails to respond satisfactorily or within its 30-day window, file a Second Appeal with the Delhi Information Commission (DIC) — constituted under Section 15 of the RTI Act for Delhi State public authorities — within 90 days of the FAA's decision or the expiry of the FAA's period. No fee is required. The DIC can direct the Commission to furnish the information and impose a daily penalty of ₹250 per day (up to ₹25,000) on the responsible SPIO personally under Section 20 of the RTI Act.
Understanding the Appeal Path: Delhi Minorities Commission Is a State Body
The Delhi Minorities Commission is a Delhi State public authority under Section 2(h) of the RTI Act, 2005. All RTI appeals from the Commission remain entirely within the Delhi State information infrastructure:
- First Appeal: First Appellate Authority (FAA), Delhi Minorities Commission, Delhi
- Second Appeal: Delhi Information Commission (DIC) — constituted under Section 15 of the RTI Act for all Delhi State public authorities
The Central Information Commission (CIC) has no jurisdiction over the Delhi Minorities Commission. Filing a second appeal with the CIC will result in the complaint being returned as non-maintainable. Always address your second appeal to the DIC.
Tips for an Effective RTI Application to the Delhi Minorities Commission

- Ask for certified copies of specific reports and recommendations rather than asking the Commission to "summarise" its findings. Certified copies are admissible as evidence in legal proceedings and are harder to alter than narrative summaries.
- Request community-wise disaggregation for any statistics on complaints, welfare scheme beneficiaries, or budget spend. The Commission is mandated to serve six distinct communities; aggregate figures that do not break out community-wise may conceal inequities in service.
- Follow up budget data with utilisation certificates in a separate or subsequent RTI if you suspect scheme funds have lapsed or been diverted. Utilisation certificates are held by the Social Welfare Department as well as the Commission.
- Invoke Section 6 and Section 7(1) explicitly in your application to signal that you are aware of your rights and the response timeline. Applications that cite the relevant sections are less likely to be treated as routine correspondence and more likely to be routed to the designated SPIO promptly.
