The Directorate of Health Services (DHS), functioning under the Government of National Capital Territory of Delhi (GNCTD), is the primary public authority responsible for Delhi's state-run healthcare system. DHS administers all major GNCTD hospitals, the Mohalla Clinic programme, the free medicines and free diagnostics scheme, and the Mukhyamantri Arogya Yojana — Delhi's own health insurance scheme. The Delhi State Health Mission (DSHM) operates under GNCTD to implement National Health Mission (NHM) programmes in Delhi.
All of these bodies are public authorities under Section 2(h) of the RTI Act, 2005, and are fully subject to RTI applications filed by citizens.
Important: Delhi does not have PM-JAY (Pradhan Mantri Jan Arogya Yojana / Ayushman Bharat). The GNCTD did not join the Central Government's PM-JAY scheme. Delhi residents seeking health insurance coverage under a government scheme must look to the Mukhyamantri Arogya Yojana, which is Delhi's own programme.

PM-JAY Not in Delhi: Mukhyamantri Arogya Yojana
The Central Government's Pradhan Mantri Jan Arogya Yojana (PM-JAY), popularly known as Ayushman Bharat, is not operational in Delhi. The GNCTD chose not to join PM-JAY and instead runs its own health insurance programme: the Mukhyamantri Arogya Yojana.
The Mukhyamantri Arogya Yojana provides cashless treatment to eligible Delhi residents at empanelled hospitals in Delhi. Eligibility is determined by DHS. RTI is an effective tool to:
- Verify whether you are enrolled in the beneficiary database and, if not, why
- Obtain the specific reason for rejection of a cashless treatment claim
- Get the current list of hospitals empanelled under the scheme in Delhi
- Understand the treatment categories covered and the monetary ceiling per family
If you are told that you are not eligible for Ayushman Bharat in Delhi, that is correct — the correct scheme to inquire about is the Mukhyamantri Arogya Yojana, and the RTI should go to DHS, GNCTD.

- Visit rti.delhi.gov.in and register or log in with your mobile number or email address
- Select the department: Directorate of Health Services (for hospitals, Mohalla Clinics, Mukhyamantri Arogya Yojana, free medicines/diagnostics) or Delhi State Health Mission (for NHM programme data)
- Draft your application with specific details — scheme name, Aadhaar last four digits, hospital name, complaint reference number, and the exact information you want
- Pay the fee of ₹10 online (net banking, debit card, or UPI). BPL cardholders are exempt — attach a copy of the BPL card

Appeals
First Appeal — Section 19(1)
If the PIO does not respond within 30 days of receipt of your application, or the response is incomplete, partial, or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at the Directorate of Health Services, GNCTD.
The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.
Where the information sought relates to a matter affecting the life or liberty of a person (for example, a patient's condition, drug availability in an emergency), the PIO is required to respond within 48 hours under the proviso to Section 7(1) of the RTI Act, 2005.
Second Appeal — Section 19(3)
If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Delhi Information Commission (DIC) under Section 19(3) within 90 days.
DHS, DSHM, Mohalla Clinics, and all GNCTD hospital departments are Delhi State government bodies — the second appeal authority is the DIC, not the Central Information Commission. The DIC is established under Section 15 of the RTI Act, 2005. Do not file a second appeal with the CIC for any matter relating to these bodies.
The DIC has authority under Section 20 of the RTI Act to impose a penalty of ₹250 per day (up to ₹25,000) on the PIO for failure to provide information without reasonable cause.
