Important note before you begin: This guide covers RTI with the Delhi Directorate of Education (GNCTD), which handles Delhi government schools and private schools recognised under GNCTD. Kendriya Vidyalayas (KVS) and Jawahar Navodaya Vidyalayas (NVS) are Central Government bodies — RTI for those must be filed at rtionline.gov.in and second appeals go to the Central Information Commission (CIC), not the Delhi Information Commission.

Where to File: The Right Authority
Choosing the correct public authority is critical, because filing with the wrong body wastes the 30-day response window.
For Delhi government schools (recognised and administered by GNCTD): File RTI at rti.delhi.gov.in under Directorate of Education, GNCTD or the relevant District Education Office. Delhi has multiple education districts, each with a District Education Officer (DEO). For school-specific issues, the DEO for that district is the most appropriate first point of contact.
For EWS/DG admissions in private schools under GNCTD: The private school itself is not a public authority under the RTI Act. File your RTI with the Directorate of Education, GNCTD — which regulates private school compliance with the RTE Act — at rti.delhi.gov.in. The Directorate is responsible for collecting and maintaining records on EWS/DG seat availability, draw results, and compliance.
For Kendriya Vidyalayas (KVS): File at rtionline.gov.in under Ministry of Education → Kendriya Vidyalaya Sangathan. Second appeal: CIC.
For Jawahar Navodaya Vidyalayas (JNV/NVS): File at rtionline.gov.in under Ministry of Education → Navodaya Vidyalaya Samiti. Second appeal: CIC.
For Delhi government-aided private schools: These schools receive grants from GNCTD and are under the Directorate's oversight. File with the Directorate of Education, GNCTD at rti.delhi.gov.in. Second appeal: DIC.
How to File: Step by Step
Step 1: Gather Your Details
Before drafting your application, collect the following:
- Your child's application or registration number from the school or Directorate portal
- The school name, type (government / government-aided / private unaided recognised by DoE), and district
- The academic session (e.g., 2025-26) and class sought (usually Class I for RTE EWS/DG)
- The admission category — EWS or DG — and the sub-category (SC/ST/OBC/other) if applicable
- A copy of your income certificate (for EWS) or category certificate (for DG), with issue date
- Any rejection letter or communication from the school or Directorate, if received
Step 2: Draft Your Application
Be specific. Ask for one type of information per RTI application where possible — mixing admission queries with teacher transfer queries in a single application may result in partial responses. The sample draft in this guide focuses on EWS/DG admissions. For teacher issues, draft a separate application with the teacher's name, the school, and the specific transfer order number or complaint reference.
Frame each question clearly. Instead of "Why was my child not selected?", write: "Was application reference number XXXX included in the lottery draw held on date for EWS seats at School Name for session 20XX-XX? If not, the reason for exclusion."
Step 3: File Online at rti.delhi.gov.in
- Visit rti.delhi.gov.in and register or log in.
- Select the public authority: Directorate of Education, GNCTD (or the relevant District Education Office).
- Paste or type your application text. Attach supporting documents (e.g., a copy of your rejection letter or child's application acknowledgement) if helpful — attach only what is necessary.
- Pay ₹10 online. BPL cardholders are exempt from the fee — upload a copy of the BPL card.
- Note the registration number you receive — you will need it for follow-up and appeals.
You may also submit the application in person at the Directorate of Education, Old Secretariat, Delhi – 110054, or at the relevant District Education Office, along with a ₹10 Indian Postal Order (IPO) or cash.
Step 4: First Appeal
If you do not receive a response within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at the Directorate of Education. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. The FAA must decide within 30 days (extendable to 45 days with reasons).
Step 5: Second Appeal to the Delhi Information Commission (DIC)
If the First Appeal is also unsatisfactory or unresponded to, file a Second Appeal with the Delhi Information Commission (DIC), constituted under Section 15 of the RTI Act, 2005, within 90 days of the FAA's decision or the expiry of the FAA response period. The DIC has the authority to direct disclosure, impose penalties on the CPIO under Section 20 of the RTI Act, and award compensation.
Do not confuse DIC with CIC. The Central Information Commission (CIC) handles second appeals for Central Government bodies — KVS, NVS, CBSE, UGC — not for Delhi State bodies like the Directorate of Education, GNCTD.
