How to File RTI with DSIDC — Industrial Plot Allotment, Conveyance Deed and Transfer
Step-by-step guide to file an RTI with the Delhi State Industrial and Infrastructure Development Corporation (DSIDC) under GNCTD for industrial plot/shed allotment status, conveyance deed delay, plot transfer application, DSIDC loan status, industrial estate infrastructure complaints, and outstanding dues. Note: DDA industrial plots are Central Govt (CIC); DSIDC plots are Delhi State (DIC). Includes a ready-to-use sample RTI draft.
The Delhi State Industrial and Infrastructure Development Corporation (DSIDC) is a public sector undertaking of the Government of National Capital Territory of Delhi (GNCTD), operating under the Department of Industries. Established to develop and manage industrial estates across Delhi, DSIDC allots industrial plots, sheds, flatted factory units, and booths to small and medium enterprises in estates such as Bawana, Narela, Patparganj, Okhla, Lawrence Road, Wazirpur, Jhilmil, and Badli, among others. DSIDC also extends financial assistance through loans to industrial units and is responsible for maintaining infrastructure in its estates.
DSIDC is a public authority under Section 2(h) of the RTI Act, 2005, and is obligated to provide information to citizens within 30 days of receiving an RTI application. Common grievances — allotment letters issued decades ago with no conveyance deed, plot transfers stalled without explanation, DSIDC loans never processed, and industrial estate roads that have not been repaired for years — can all be addressed through a well-drafted RTI.
Important: DSIDC is a Delhi State body. Its second appeals go to the Delhi Information Commission (DIC), not the Central Information Commission (CIC).
DSIDC vs. DDA vs. MCD for Industrial Properties in Delhi
A critical first step is identifying which authority allotted or governs your industrial property. Filing an RTI with the wrong authority causes delays.
| Authority | Type | Governs | File RTI at | Second Appeal |
|---|---|---|---|---|
| DSIDC | Delhi State (GNCTD) | Industrial plots, sheds, flatted factory units in DSIDC estates (Bawana, Narela, Patparganj, Okhla phases, Wazirpur, Jhilmil, Badli, etc.) | rti.delhi.gov.in | Delhi Information Commission (DIC) |
| DDA | Central Government | Industrial plots allotted under DDA's own land disposal — Flatted Factory Complex (Okhla), some DDA industrial sectors | rtionline.gov.in | Central Information Commission (CIC) |
| MCD | Delhi State (GNCTD) | Trade licences, building plan approvals, property tax for industrial units — not plot allotment | rti.delhi.gov.in | Delhi Information Commission (DIC) |
How to check: The allotment letter or lease deed will carry the letterhead of the allotting authority. If the document is on DSIDC stationery, the matter goes to DSIDC (and DIC on second appeal). If it is a DDA allotment letter, the matter goes to DDA (and CIC on second appeal).
DSIDC Industrial Estates in Delhi
DSIDC has developed and manages industrial estates across Delhi. Key estates include:
- Bawana Industrial Area — Phase I, II, III (North-West Delhi; one of the largest industrial estates developed after the Supreme Court-ordered relocation of polluting industries from non-conforming areas)
- Narela Industrial Area (North Delhi)
- Patparganj Industrial Area (East Delhi)
- Okhla Industrial Area — select phases allotted by DSIDC (South Delhi)
- Lawrence Road Industrial Area (North-West Delhi)
- Wazirpur Industrial Area (North Delhi; also location of DSIDC's registered office)
- Jhilmil Industrial Area (East Delhi)
- Badli Industrial Area (North Delhi)
- Mangolpuri Industrial Area (West Delhi)
- Rani Khera Industrial Area (North-West Delhi)
If your estate is not in this list, verify through your allotment letter whether it was allotted by DSIDC or DDA.
Common RTI Use Cases
| Issue | What to Ask | What to Expect |
|---|---|---|
| Allotment letter issued but conveyance deed not executed | Reason for delay, officer responsible, any pending conditions or dues | Written reason on record; grounds for legal escalation |
| Transfer of industrial plot blocked | Whether transfer application was received, its status, any objection raised, transfer charges applicable | Specific bottleneck identified in writing |
| Who is the recorded allottee of a plot | Name of allottee as per DSIDC's allotment register, possession status | Useful to verify genuineness of a plot before purchase |
| DSIDC loan not processed | Whether loan application was received, sanctioned or rejected, reason for delay | Documented response enables escalation to DSIDC management |
| Industrial estate infrastructure (road, drainage, water) | Whether complaints were received and acted upon, maintenance budget spent | Documented inaction can support a court petition |
| Outstanding dues on a DSIDC plot | Break-up of dues — principal, interest, penalty — up to the date of calculation | Useful for clearing dues, transfer, or conveyance deed processing |

Appeals
First Appeal — Section 19(1), RTI Act
If DSIDC does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at DSIDC. The FAA is typically a senior officer designated within DSIDC for this purpose.
The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable.
Second Appeal — Section 19(3), RTI Act — Delhi Information Commission (DIC)
If the FAA's response is also unsatisfactory or not received, file a Second Appeal with the Delhi Information Commission (DIC) under Section 19(3) of the RTI Act within 90 days of the date of the FAA's decision or the expiry of the FAA's response period.
DSIDC is a Delhi State body constituted under GNCTD. Its second appeals go to the DIC (established under Section 15 of the RTI Act), not the Central Information Commission. Submitting a second appeal to the CIC for a DSIDC matter will result in rejection as not maintainable.
The DIC can direct DSIDC to provide the information, impose a penalty of ₹250 per day (up to ₹25,000) on the defaulting PIO under Section 20 of the RTI Act, and recommend disciplinary action.
