The Delhi Disaster Management Authority (DDMA) is a statutory body established under Section 14 of the Disaster Management Act, 2005. What DDMA Records Are Available via RTI?
The RTI Act, 2005, entitles every citizen to inspect and obtain certified copies of records held by public authorities. For DDMA, the following categories of records are obtainable:
Disaster Management Plans and Emergency Protocols
DDMA is required under the Disaster Management Act, 2005, to prepare and periodically revise a comprehensive Delhi Disaster Management Plan. This plan — and the standard operating procedures (SOPs) for individual hazards such as floods, earthquakes, industrial accidents, and epidemics — is obtainable via RTI. You can ask for the current version of the Delhi Disaster Management Plan, including flood evacuation protocols for Yamuna flood-prone zones, earthquake emergency response SOPs, designated shelter sites and their capacities, the inter-agency coordination matrix showing DDMA, NDRF, Delhi Police, Delhi Fire Service, and district administration roles, and any revision or update made in the past three years.
SDRF and NDRF Fund Utilisation Records
The State Disaster Response Fund (SDRF) is the primary vehicle for disaster relief expenditure in Delhi. DDMA is the nodal authority for SDRF management. RTI can surface the annual allocation under SDRF norms (prescribed by the Finance Commission), amounts released by the central and state governments, expenditure under each approved head — ex-gratia to bereaved families, compensation for injured persons, livestock loss, agricultural input loss, damaged housing, relief camp operations, and infrastructure restoration — and the unspent balance at year end with reasons for non-utilisation. If NDRF teams were deployed for a specific event, DDMA must also disclose the number of NDRF personnel deployed, the duration, and the cost reimbursement claimed from the central government.
Relief Camp Activation and Distribution Records
When DDMA activates relief camps during floods or other emergencies, it generates records of camp locations, number of persons sheltered, food and essential supplies distributed, medical aid provided, and total expenditure. These records are obtainable via RTI. You can ask for a list of all relief camps activated in a specific financial year or disaster event, the total number of evacuees housed, the duration of operation, the agencies that operated each camp, the procurement records for food, blankets, and medicines, and the final expenditure statement.
Victim Compensation Records
DDMA and the district disaster management authorities process ex-gratia compensation applications from residents who suffered loss of life, injury, or property damage in a declared disaster. RTI can be used to obtain the number of compensation applications received for a specific disaster, the number approved and the total amount disbursed, the number rejected with the reasons, and the number still pending — along with the average time taken to process applications. Individual claimants can also use RTI to check the status of their own compensation case, the amount sanctioned or the ground for rejection, and the officer responsible for the decision.
DDMA Officials and Organisational Information
RTI can provide the complete roster of DDMA officers — names, designations, and monthly salaries of the Chief Executive Officer, Deputy Commissioners, Section Officers, and other personnel, including those on deputation. This is useful for directing complaints, ensuring accountability, and understanding the administrative structure.
Mock Drills and Preparedness Exercises
DDMA periodically conducts mock drills simulating earthquakes, floods, and industrial accidents in collaboration with NDRF, Delhi Police, Delhi Fire Service, hospitals, and school/RWA communities. How to File RTI with DDMA
Step 1: Identify the Information You Need
Be specific. Frame each query as a numbered information request. Instead of asking "provide all records related to the 2023 floods," ask for "the list of relief camps activated during the July–August 2023 Yamuna flood event, including location, capacity, actual number of persons sheltered, and total expenditure." Specific requests get faster and more complete responses.
Step 2: Draft Your Application

Step 3: File Online or by Post
DDMA is a Delhi State public authority. File your RTI application online at rti.delhi.gov.in, where the ₹10 fee can be paid by net banking, debit or credit card, or UPI. Alternatively, send a physical application by registered post or speed post to: The State Public Information Officer, Delhi Disaster Management Authority, Revenue Department, Government of NCT of Delhi, Delhi Secretariat, I.P. Estate, New Delhi – 110002. Pay the ₹10 fee by Indian Postal Order drawn in favour of the Accounts Officer, DDMA. BPL cardholders are exempt from the fee; attach a copy of your BPL card.
Step 4: Await the Response
The SPIO must respond within 30 days of receipt under Section 7(1) of the RTI Act, 2005. If the information requested concerns the life or liberty of a person, the SPIO must respond within 48 hours under the proviso to Section 7(1). Retain your acknowledgement number or postal tracking reference as evidence of the filing date.
Step 5: File an Appeal if Needed
If DDMA does not respond within 30 days, or the response is incomplete, evasive, or incorrect:
- First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within DDMA within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required.
- Second Appeal under Section 19(3): If the FAA also fails to respond or gives an unsatisfactory reply, file with the Delhi Information Commission (DIC), constituted under Section 15 of the RTI Act for all Delhi State public authorities, within 90 days of the FAA's decision or the expiry of the FAA response period. No fee is required. The DIC can direct DDMA to furnish the information and impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act.
Understanding the Appeal Path: DDMA is a Delhi State Body
DDMA is a Delhi State public authority under Section 2(h) of the RTI Act, 2005. All appeals from DDMA RTI applications remain entirely within the Delhi state system:
- First Appeal: First Appellate Authority (FAA), DDMA, Delhi Secretariat
- Second Appeal: Delhi Information Commission (DIC) — constituted under Section 15 of the RTI Act for Delhi. The Central Information Commission (CIC) has no jurisdiction over DDMA.
This distinction matters. The Revenue Department, under which DDMA operates, is a Delhi State department. Although the Lieutenant Governor has a constitutional role in Delhi's governance and NDRF is a central force, DDMA itself is constituted under the Disaster Management Act as a state-level authority, and its SPIO answers to the DIC, not the CIC. Filing a second appeal with the CIC will result in the complaint being returned as not maintainable.
Tips for an Effective DDMA RTI Application
- Cite the specific disaster event or financial year in every request related to relief camps or SDRF expenditure. DDMA manages multiple concurrent events and annual fund cycles; an unfocused request risks a broad or incomplete response.
- Ask for certified copies of specific documents — the SDRF utilisation statement, the relief camp expenditure register, the compensation sanction order — rather than asking DDMA to "explain" how funds were spent. Certified copies are admissible as evidence in legal and quasi-judicial proceedings.
- If you are a victim seeking compensation status, include your application reference number and the date on which you submitted the compensation claim. This allows the SPIO to identify your case precisely and avoids a response citing inability to locate the record.
- For matters involving life or liberty — for example, if you are seeking information about an ongoing evacuation situation or a missing person registered at a relief camp — explicitly invoke the 48-hour proviso to Section 7(1) in your application. This creates a documented obligation on the SPIO to respond urgently.
- Cross-check SDRF norms published by the Ministry of Home Affairs with the expenditure disclosed by DDMA. The central government periodically revises SDRF norms for ex-gratia payments; if DDMA is paying below the revised norm, the discrepancy is actionable through the DIC or the Delhi Lokayukta.
