How to File RTI with DDA for Housing Scheme, Flat Allotment and Possession

The Delhi Development Authority (DDA) is a statutory body established under the Delhi Development Act, 1957, under the Ministry of Housing and Urban Affairs, Government of India. DDA is responsible for land use planning, acquiring and developing land, and providing housing through its periodic Housing Schemes.

DDA's Housing Schemes are among the most popular affordable housing programmes in Delhi, attracting lakhs of applications for each scheme. However, flat allotment delays, possession hold-ups, and refund processing backlogs are common. DDA is a central public authority under Section 2(h) of the RTI Act, 2005.

Note: DDA is a Central Government body. Its second appeals go to the Central Information Commission (CIC), not the Delhi Information Commission.

What Can You Achieve with an RTI to DDA?

  • Know the draw of lots methodology and result for a DDA Housing Scheme — applicant count, flats available, and selection basis
  • Track the reason for possession delay and whether a completion certificate has been issued for your flat

Where to File: The Right Authority

DDA is a centralised organisation. File your RTI at rtionline.gov.in under: Ministry of Housing and Urban Affairs → Delhi Development Authority.

For housing scheme matters, the relevant department within DDA is the Housing Department. For land and planning matters, it is the Land Disposal Unit or the Planning Department.

How to File: Step by Step

Step 1: Gather Your Details

  • Your application/registration number under the specific DDA Housing Scheme
  • The scheme name and year (e.g., DDA Housing Scheme 2021)
  • Your allotment letter number and date (if allotted)
  • Your flat details (flat number, pocket, sector, locality)
  • The category you applied under (EWS/LIG/MIG/HIG)

Step 2: Draft Your Application

Clearly specify the scheme and your registration number at the start. Ask separately about draw methodology, possession delay, or refund status — whichever applies. The sample draft above covers all three scenarios.

Step 3: File Online

File at rtionline.gov.in under Ministry of Housing and Urban Affairs → DDA, and pay ₹10 online.

Step 4: Appeals

If there is no response within 30 days, or the response is unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority at DDA within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. If that is also unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days. As DDA is a central body, second appeals go to the CIC, not the Delhi Information Commission.

What Specific Information Can You Ask For?

Draw of lots and allotment:

  1. Total applications received in EWS/LIG/MIG/HIG category under Scheme Name
  2. Total number of flats offered in that category and the methodology of the draw of lots
  3. Registration number range or list of allottees in my category

Possession delay:

  1. Reason for delay in handing over possession of flat No. allotted under letter No. dated DD/MM/YYYY
  2. Whether an Occupancy Certificate / Completion Certificate has been obtained for the building, and if not, the reason
  3. Whether there is any litigation or encumbrance on the flat, and the expected possession date

Refund:

  1. Date refund request for registration no. XXX was received and its current status
  2. Mode of refund, amount, and transaction/reference number if already processed
