DCW (Delhi Commission for Women) is a Delhi State body under the Delhi Commission for Women Act, 1994. RTI filed with DCW follows the Delhi RTI portal, and second appeals go to the Delhi Information Commission (DIC) under Section 19(3) of the RTI Act.
NCW (National Commission for Women) is a Central Government body under the National Commission for Women Act, 1990. It sets national policy, handles complaints from across India, and deals with matters involving Central Government institutions. RTI filed with NCW uses the Central Government portal (rtionline.gov.in), and second appeals go to the Central Information Commission (CIC) — not DIC.
Rule of thumb: If your complaint involves a matter in Delhi — a Delhi employer, Delhi Police, a Delhi government department, or a Delhi-based individual — DCW is the primary point of contact. NCW is appropriate when the matter involves a Central Government institution or when you want to escalate to a national-level body.
DCW versus Other Avenues
- 181 Helpline (Delhi): For immediate crisis support, counselling, and referral. Not an RTI-able body.
- Delhi Police (Women Helpline 1091): For registration of an FIR or immediate police response. Delhi Police is a separate public authority (Central Government body — second appeal: CIC) and should be addressed through a separate RTI if you need police action details.
- Delhi Shelter Home / One Stop Centre: For shelter and rehabilitation services. DCW inspects these and can be asked for inspection reports via RTI.

Step 1: Gather Your Reference Details
Before drafting your application, collect:

Step 2: Draft Your Application

- One issue per application where possible: If you want both your complaint status and general POSH data, consider two separate applications to avoid partial responses.
- Ask for certified copies: If you want copies of notices or recommendation letters, explicitly ask for "a certified copy" of those documents.
- Avoid asking for information that is likely to be exempted: Do not ask for the personal details (address, phone number) of the opposite party in another person's case — that is likely to be withheld under Section 8(1)(j) of the RTI Act.
Step 3: File Online via rti.delhi.gov.in
- Visit rti.delhi.gov.in and register or log in.
- Select Delhi Commission for Women as the public authority.
- Fill in the application form and paste your application text.
- Pay the ₹10 application fee online. BPL cardholders are exempt from the fee (attach a copy of the BPL card).
- Submit and note the unique registration number — this is your tracking reference.

Step 4: Track and Follow Up
Log in to the Delhi RTI portal to track the status of your application. DCW must respond within 30 days of receipt under Section 7(1) of the RTI Act. If the matter concerns the life or liberty of a person (e.g., a missing woman, a case of trafficking or confinement), the response is required within 48 hours.
Step 5: File Appeals if Needed
- First Appeal: If DCW does not respond within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at DCW within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.
- Second Appeal: If the FAA's response is absent or unsatisfactory, file a Second Appeal under Section 19(3) with the Delhi Information Commission (DIC) within 90 days. DIC is the correct appellate body for all Delhi State public authorities including DCW. Do not approach the Central Information Commission (CIC) for DCW matters — CIC handles only Central Government bodies.
