How to File RTI with CBSE — Marks, Answer Sheet, Result Verification and Re-evaluation

The Central Board of Secondary Education (CBSE) conducts the Class 10 (Secondary) and Class 12 (Senior Secondary) Board examinations for lakhs of students across India and abroad every year. These results carry enormous significance — they determine college admissions, scholarships, and career trajectories. Despite this, CBSE does not routinely share evaluated answer sheets, question-wise marks breakdowns, or details of internal moderation and statistical adjustments with students after results are declared.

For students who suspect scoring errors, want to understand why their marks were lower than expected, or need detailed marks records for any purpose, the Right to Information Act, 2005 is an independent statutory tool that can compel CBSE to disclose this information.

CBSE is an autonomous examination body established under the Societies Registration Act and functioning under the Ministry of Education, Government of India. It is a public authority under Section 2(h) of the RTI Act, 2005. The landmark Supreme Court decision in CBSE & Anr. v. Aditya Bandopadhyay & Ors. (2011) — confirmed in a Constitution Bench judgment — held that evaluated answer sheets are "information" as defined under the RTI Act, and examinees have a right to access them. CBSE is legally bound to provide your answer sheet copy on a valid RTI request.

What Can You Achieve with RTI to CBSE?

  • Obtain a certified copy of your evaluated answer sheet for Class 10 or Class 12 in any subject
  • Get the question-wise or section-wise marks breakdown as awarded by the examiner
  • Know whether any moderation, grace marks, or statistical adjustment was applied to your marks, and the quantum of such adjustment
  • Confirm whether your answer sheet underwent verification of marks or re-evaluation under CBSE's internal scheme, and the marks awarded at each stage
  • Access the passing marks, maximum marks, and subject-wise average (mean) marks for your examination year and region
  • Know the name and designation of the head examiner who evaluated your paper
  • Get the basis of any internal policies used in evaluation or moderation

CBSE's Own Re-evaluation Scheme vs RTI

CBSE operates its own post-result scheme that allows students to apply (against a fee) for:

  1. Verification of marks — checking that all questions were evaluated, marks were totalled correctly, and the marks were transferred to the result correctly
  2. Answer sheet viewing — obtaining a photocopy of your answer sheet through CBSE's internal process
  3. Re-evaluation — having your answer sheet re-evaluated by a fresh examiner for an additional fee

These internal processes have specific timelines (usually 10–15 days after results), fees, and subject-matter limitations. They are governed by CBSE's own scheme circulars and are not the same as an RTI application.

An RTI application is independent of CBSE's internal scheme. You can file an RTI:

  • After CBSE's internal scheme window has closed
  • Simultaneously with using CBSE's internal scheme
  • To seek information that CBSE's scheme does not disclose — such as internal moderation policies, statistical adjustment details, or names of examiners
  • If CBSE's internal process gave you an unsatisfactory response and you want a legally enforceable disclosure

Where to File: The Right Authority

CBSE has its Headquarters in New Delhi and ten Regional Offices across India. Examination-related records are generally handled at the regional level, but RTI applications for answer sheets and marks are accepted both at Headquarters and through the relevant Regional Office.

How to File: Step by Step

Step 1: Gather Your Examination Details

Before drafting your RTI, collect the following from your admit card, mark sheet, and CBSE result portal:

  • Your Roll Number as it appeared on your admit card
  • Your school name and CBSE Affiliation Number (printed on your mark sheet)
  • The Class (X or XII) and year of examination
  • The name of the subject(s) for which you are seeking the answer sheet or marks details
  • Your CBSE Regional Office — determined by the state in which your school is located

Step 2: Draft Specific, Targeted Questions

Ask for precise documents and specific information. The most important query for most students is the certified copy of the evaluated answer sheet with the question-wise marks breakdown. You can also ask about moderation, the examiner's identity, and statistical adjustments. The sample draft in this guide covers all key points.

Step 3: File on the RTI Online Portal

  1. Visit rtionline.gov.in and log in or register
  2. Click Submit Request
  3. Select: Ministry of Education → Central Board of Secondary Education → Headquarters (or your Regional Office)
  4. Paste your application in the text field (limit: 3,000 characters). If your request exceeds this, attach it as a PDF
  5. Optionally attach supporting documents — your admit card or a copy of your mark sheet

Step 4: Pay the Application Fee

Pay ₹10 online via net banking, debit/credit card, or UPI on the portal. BPL cardholders are fully exempt — select the BPL option and attach a self-attested copy of your BPL card.

Step 5: Track Your Response

After submission, you will receive a registration number for tracking. Use it at rtionline.gov.in under View Status to monitor the CPIO's response.

If there is no response within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at CBSE within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. If the FAA also fails to respond adequately, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days of the FAA's decision or the date on which it should have been made.

What Specific Information Can You Ask For?

Evaluated Answer Sheet Copy

The most sought-after document through RTI at CBSE is a certified copy of the evaluated answer sheet. The Supreme Court has confirmed this is disclosable. Ask for:

  • A certified copy of your evaluated answer sheet for the named subject(s), Roll Number, and examination year
  • The question-wise or section-wise marks as recorded on the answer sheet by the examiner
  • Any additional answer sheet booklets (if you used supplementary sheets) attached to your main answer sheet

Note that information about other students' answer sheets is exempt under Section 8(1)(j) of the RTI Act as third-party personal information. Confine your request to your own answer sheet.

Marks Moderation and Statistical Adjustments

CBSE has, in various years, applied moderation policies — such as grace marks for difficult questions or statistical adjustments to scores. Through RTI, you can ask:

  • Whether any moderation, grace marks, or statistical adjustment was applied to marks in your subject for your examination year
  • The quantum of adjustment applied across marks ranges or question numbers
  • The basis and the circular/policy under which moderation was applied
  • Your marks before and after moderation, if applicable

This is information about CBSE's own policies and aggregate adjustments — it is not about another student's personal data and is not exempt under Section 8 of the RTI Act.

Re-evaluation and Verification Records

If you had applied for CBSE's internal verification or re-evaluation scheme:

  • The marks originally awarded by the first examiner before verification
  • The marks after verification of totalling and the marks after re-evaluation (if requested)
  • The date on which each stage was completed and the result communicated

If CBSE's internal scheme was not availed, you can still ask through RTI for the original examiner's marks as recorded on the answer sheet, which is effectively the same information.

Examiner Details

You can ask for the name and designation of the head examiner or evaluating officer who marked your paper. CBSE may raise privacy objections regarding individual examiners, but the CIC has in several orders held that the identity of an official performing a public duty is not exempt personal information under Section 8(1)(j).

Passing Marks, Maximum Marks, and Subject-wise Averages

For context and comparison, ask for:

  • The passing marks and maximum marks for each subject you appeared in
  • The subject-wise mean (average) marks of all candidates who appeared in your examination year and region

This information is aggregate and statistical — it does not pertain to any individual student and is routinely disclosable under the RTI Act.
