How to File RTI for CBSE Exam Marks, School Affiliation and Certification
Step-by-step guide to file RTI with CBSE for mark verification after recheck, school affiliation status, fee structure disputes, migration certificate issues, and exam-related grievances. Includes sample draft and FAQs.
The Central Board of Secondary Education (CBSE) is India's largest national-level school education board, conducting the Class X (Secondary School Examination) and Class XII (Senior School Certificate Examination) for over twenty million students every year. CBSE operates under the Ministry of Education, Government of India, and regulates the affiliation of schools across India and abroad.
CBSE is a public authority under Section 2(h) of the RTI Act, 2005. Mark records, affiliation orders, fee disclosures made by schools, show-cause notices, and certification records are administrative information that CBSE is obligated to disclose on a valid RTI request.
What Can You Achieve with RTI to CBSE?
Filing an RTI application with CBSE can help you obtain information that is otherwise difficult to access through CBSE's routine portals and processes:
- Marks verification: Get the official, CBSE-certified subject-wise marks record for a specific roll number — including any revisions made after recheck or re-evaluation
- Certified copy of marks: Obtain a certified copy of your marks sheet or result record for use in legal proceedings, overseas applications, or employment background checks
- School affiliation status: Confirm whether a school holds a current, valid CBSE affiliation — including the affiliation number, type (Secondary or Senior Secondary), subjects and streams approved, and the period of validity
- Affiliation enforcement records: Find out whether CBSE has issued any show-cause notice, penalty, suspension, or withdrawal of affiliation against a specific school
- Fee structure filed with CBSE: Access the fee disclosure made by an affiliated school to CBSE — a key document in disputes about excess or unauthorised fee collection
- Complaint and grievance records: Know whether CBSE has received complaints against a specific school and what action, if any, was taken
- Migration certificate status: Determine whether there is any hold, dues record, or objection in CBSE's system that is blocking issuance of your migration or transfer certificate
- Exam centre allotment records: Obtain information about centre allotment, centre changes, or irregularity notices related to a specific examination
Where to File: The Right Authority
CBSE has a headquarters in New Delhi and regional offices across the country. Choosing the right office matters because RTI applications directed to the wrong office may be transferred, adding to your waiting time.
CBSE Headquarters (Preet Vihar, New Delhi — 110092) is the right address for:
- Board-level examination policy and circulars
- Central result records and nationwide data
- Appeals against regional office decisions
- Matters that are not specific to one school or one state
CBSE Regional Offices are the right address for:
- Affiliation status of a specific school (including show-cause notices and penalties)
- Fee structure filed by a school with CBSE
- Complaints received by CBSE against a specific school
- Transfer certificate and migration certificate issues linked to a specific school
- Centre-specific examination irregularities
CBSE has regional offices serving different states. For example, the Delhi Regional Office covers schools in Delhi; the Panchkula Regional Office covers Punjab, Haryana, Himachal Pradesh, and Jammu and Kashmir; the Allahabad Regional Office covers Uttar Pradesh and Uttarakhand. Check cbse.gov.in for the full list of regional offices and their state-wise jurisdiction. On rtionline.gov.in, both CBSE Headquarters and the individual regional offices are typically listed as separate public authorities under the Ministry of Education.

What Specific Information Can You Ask For?
Structure your RTI into distinct, numbered points. Each point should ask for one specific type of information.
Marks and Result Records
- Subject-wise marks (theory, practical, internal assessment, total) for Roll Number XXXXXXXX in the Class X / XII examination of Month, Year — as recorded in CBSE's official system at the time of result declaration and after any recheck or re-evaluation
- A certified copy of the marks sheet / result record for the said roll number, including all entries and any post-declaration revisions with the reason for revision
- Whether an application for re-evaluation / recheck was received from the said roll number, the date of receipt, the outcome, and the revised marks if any
School Affiliation
- Current affiliation status of School Name, CBSE Affiliation Number XXXXXXXX, located at City, State — affiliation type (Secondary or Senior Secondary), streams and subjects approved, and the date up to which affiliation is currently valid
- Whether the school holds provisional or permanent affiliation, and any conditions attached to the affiliation
- Whether any show-cause notice, penalty order, suspension, or withdrawal of affiliation has been issued to the school in the last five years — with copies of such orders
- Whether the school has applied for affiliation renewal and the current status of that renewal application
Fee Structure and Complaints
- The fee structure filed by School Name, Affiliation No. XXXXXXXX, with CBSE for the academic year(s) YYYY-YY and YYYY-YY — including tuition fee, development fee, and all other heads of fee disclosed by the school to CBSE
- Whether CBSE has received any complaints or grievances against the said school regarding fee collection, infrastructure, or academic irregularities in the last three years — the nature of each complaint, date received, action taken, and current status
Migration Certificate and Transfer Certificate
- Whether a migration certificate for Roll Number XXXXXXXX, Class X/XII, Examination Year, has been applied for, and the current processing status
- Whether there is any hold, dues, disciplinary record, or system-level objection in CBSE's records against the said roll number that is preventing or delaying issuance of the migration certificate — and the specific reason if such a hold exists
Examination Centre and Conduct
- The examination centre allotted to Roll Number XXXXXXXX for Examination Name, Year and whether any centre change was made after initial allotment — with the reason for change
- Whether any unfair means case or irregularity notice was recorded against the said roll number during the Examination Year board examinations, and the outcome of any such case
Appeals If CBSE Does Not Respond
First Appeal (Section 19(1)): If CBSE does not respond within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at the relevant CBSE office. The FAA must be identified in CBSE's RTI disclosure (available on cbse.gov.in). File the First Appeal within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.
Second Appeal (Section 19(3)): If the FAA's response is also absent or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC). CBSE is a Central Government body under the Ministry of Education — the second appeal always lies with the CIC, not any State Information Commission. File the Second Appeal within 90 days of the FAA's decision (or the expiry of the period within which the FAA was to decide).
Under Section 20 of the RTI Act, the CIC can impose a penalty of ₹250 per day on the CPIO for each day of unjustified delay or non-disclosure, up to a maximum of ₹25,000. The CIC can also recommend disciplinary action against the CPIO.
Practical tip: Before filing RTI, check CBSE's publicly available school search at cbseaff.nic.in and your result on CBSE's Results portal. These portals cover basic current-status information. Use RTI when you need certified copies, historical records, enforcement-related information, or when the portal information is inconsistent with what you have been told by the school.
