The Board of Secondary Education, Andhra Pradesh (BSEAP) and the Board of Intermediate Education, Andhra Pradesh (BIEAP) are the two apex statutory examination bodies under the School Education Department, Government of Andhra Pradesh. BSEAP conducts the Class 10 Secondary School Certificate (SSC) examination — one of the largest Class 10 board examinations in India — while BIEAP conducts the Class 11 and Class 12 Intermediate Public Examinations (IPE I and IPE II), which determine admission to undergraduate courses at universities and engineering and medical colleges across Andhra Pradesh and at national institutions via common entrance tests.
Every year, millions of students in Andhra Pradesh sit for these examinations, and the marks declared by BSEAP and BIEAP directly govern whether a student progresses to the next level of education, qualifies for scholarships, or gains admission to a professional course. Despite the enormity and high-stakes nature of these examinations, the processes underlying marking, moderation, grace marks, reverification, and compartmental exam result declaration are not always transparent. BSEAP and BIEAP are state public authorities under Section 2(h) of the Right to Information Act, 2005, and citizens — including students, parents, and researchers — have a statutory right to access the records and information held by both boards under Section 6 of the Act.
Why RTI Matters for AP Board Exams
Several recurring problems make RTI a critical tool for students appearing before BSEAP and BIEAP:
Marking errors and totalling mistakes. With lakhs of answer scripts being evaluated every year under time pressure, errors in question-wise marks, incorrect totalling, and marks not being transferred correctly from the body of the script to the cover page are not uncommon. These errors often go undetected because students have no access to their evaluated answer scripts through normal channels.
Moderation not applied correctly or uniformly. Both boards apply moderation or grace marks to adjust for unusually difficult papers. However, the moderation policy is rarely published in detail, and students cannot verify whether moderation was applied to their scripts at all, or in the correct amount. RTI is often the only way to obtain the board's official moderation order for a given year and subject.
Reverification results are opaque. Both BSEAP and BIEAP provide a reverification or recounting mechanism through which students can apply, on payment of a fee, to have their answer script re-checked. However, boards do not routinely disclose whether the reverification involved a re-evaluation of answers or merely a recount of marks, and the results of reverification are communicated without explanation. RTI allows students to obtain the marks recorded before and after reverification and to verify whether a proper re-evaluation was carried out.
Compartmental exam records are delayed or unclear. Students who fail in one or two subjects are eligible to appear in the compartmental (supplementary) examination. Delays in declaring compartmental results and opaque procedures for determining eligibility for re-admission create additional uncertainty, which RTI can help resolve.
Script lost or answer booklet incomplete. Occasional reports of answer scripts being misplaced or returned in an incomplete state surface each examination cycle. RTI can be used to verify whether all submitted answer booklets are on record with the board.
BSEAP and BIEAP: Structure and Jurisdiction
BSEAP (Board of Secondary Education, Andhra Pradesh) is headquartered at Amaravati Road, Vijayawada-520010. It is the statutory authority for the Class 10 SSC examination in Andhra Pradesh, governing the curriculum, examination timetable, answer script evaluation, result declaration, and conduct of the compartmental (supplementary) SSC examination. Its CPIO is the designated officer to receive RTI applications under Section 6 of the RTI Act.
BIEAP (Board of Intermediate Education, Andhra Pradesh) is headquartered at Nalanda Gardens, Vijayawada-520007. It oversees the two-year Intermediate Public Examination (IPE) covering Class 11 (Intermediate First Year, IPE I) and Class 12 (Intermediate Second Year, IPE II) across Arts, Science, and Commerce streams, and the various vocational courses. It also governs the supplementary (failed-subject) Intermediate examination. Its CPIO is the designated officer for BIEAP RTI applications.
Neither board is a central government body. Both are constituted under Andhra Pradesh state legislation and funded from the state budget. All RTI second appeals therefore go to the Andhra Pradesh Information Commission (APIC) — not the Central Information Commission (CIC).
What Information Can You Obtain Under RTI?
Evaluated Answer Scripts
The Supreme Court of India held in CBSE v. Aditya Bandopadhyay (2011) that evaluated answer scripts are "information" under the RTI Act, 2005, and must be disclosed on request. Both BSEAP and BIEAP are bound by this ruling. You can obtain:
- A certified copy of your complete evaluated answer booklet — main booklet and all supplementary booklets — with the examiner's marks recorded on each question, sub-question, or section
- The marks written on the cover page of the answer booklet, including the total as recorded by the examiner and any marks entered after verification
- Supplementary answer books used in the same examination sitting, if any
This information is most useful when you suspect: (a) answers were left unevaluated; (b) marks on individual questions do not add up to the total declared; (c) the marks recorded on the booklet differ from the marks communicated in your official result; or (d) the examiner's handwriting is illegible or the script appears incomplete.
Question-wise Marks and Totalling Records
In addition to or separately from the answer script copy, you can specifically request:
- The question-wise marks breakdown for your hall ticket number and paper, as recorded by the examiner
- The marks as carried to the board's central record after scanning or data entry, and whether they match the marks on the original script
- Any re-totalling record created during the reverification process
Moderation and Grace Marks Policy
Both BSEAP and BIEAP apply moderation policies, but the details — the number of marks added, the criteria for applying them, and the subjects to which they are applied — are not published proactively. Under RTI, you can request:
- The complete moderation or grace marks order issued by the board for a specific year and subject/paper code
- The criteria used to determine the quantum of moderation
- The number of marks added per paper under the moderation order for the relevant examination year
- Whether moderation was applied uniformly to all candidates in the subject or selectively to those meeting a specified criterion
- Any communication from the Government of Andhra Pradesh or the School Education Department directing or approving the moderation policy for that year
Reverification and Recounting Status
If you applied for reverification or recounting through the board's official mechanism, RTI can provide:
- The marks recorded before reverification and the marks recorded after reverification, for your hall ticket number and specific paper
- The date on which reverification was completed and the officer who authorised any change in marks
- Whether the reverification involved a re-evaluation of answers by a new examiner or only a recount of marks already recorded
- Whether a revised marksheet was issued and, if not, the reason for the delay
- The total number of candidates in the subject for whom marks changed after reverification — and the number whose pass/fail status was revised — for the same examination year
Compartmental (Supplementary) Exam Records
For students who appeared in or are awaiting results of the compartmental exam, RTI can provide:
- The marks awarded in the compartmental examination, with the evaluated answer script on request
- The eligibility criteria applied to determine which candidates were permitted to appear in the compartmental examination
- The result declaration timeline and the reason for any delay
Examiner Appointment and Remuneration Data
For researchers, journalists, or students seeking systemic accountability, RTI can provide:
- The qualifications required and the selection process for appointing paper setters and examiners for a given subject
- The number of examiners appointed for a subject in a given year and the number of scripts assigned to each examiner
- The remuneration paid per script evaluated and any special payment for head examiners or senior examiners
How to File RTI with BSEAP or BIEAP
Step 1: Determine Which Board to Approach
File your RTI with BSEAP for SSC (Class 10) records and with BIEAP for Intermediate (Class 11 or Class 12) records. Routing your application to the wrong board will result in a transfer under Section 6(3) of the RTI Act or an outright rejection. Use the sample RTI application above, adapting the board name, address, and exam details accordingly.
Step 2: Draft a Specific, Numbered Application
Frame each piece of information you want as a numbered, self-contained question. Specify your hall ticket number, the exact examination (SSC / IPE I / IPE II), the year and month of the exam, and the full subject name and paper code. Vague requests — "provide all records related to my examination" — are harder to respond to and invite incomplete replies. Specific, numbered queries under Section 6 receive faster responses under the mandatory 30-day timeline of Section 7(1).
Step 3: File Online at rti.ap.gov.in
Andhra Pradesh operates a centralised RTI portal at rti.ap.gov.in. You can file your application online, pay the ₹10 fee electronically, and track your application status through the portal. When selecting the public authority, choose BSEAP or BIEAP as applicable from the list of Andhra Pradesh state public authorities. Retain the application reference number for tracking and for citing in any appeal.
You may also file a physical application by sending it by registered post or submitting it in person at the CPIO's office at the relevant board's headquarters in Vijayawada. Physical applications should be accompanied by a ₹10 Indian Postal Order or demand draft drawn in favour of the Accounts Officer of the respective board. BPL cardholders are exempt from the fee — attach a photocopy of the BPL card.
Step 4: Monitor the 30-Day Timeline
The CPIO must respond within 30 days of receipt of your application under Section 7(1) of the RTI Act, 2005. If the requested information directly concerns the life or liberty of a person — for instance, a result dispute that will result in immediate loss of a scholarship or seat — the response is due within 48 hours under the proviso to Section 7(1). Keep your acknowledgement, tracking reference, or postal receipt as evidence of the date of filing. If no response is received within 30 days, your right to file a First Appeal is triggered immediately.
Step 5: File a First Appeal if Needed
If the CPIO does not respond within 30 days, or the response is incomplete, evasive, or constitutes a denial you believe is unjustified:
- File a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) designated within BSEAP or BIEAP. The First Appeal must be filed within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is payable. State clearly what information was sought, what response was received, and why you consider the response inadequate.
Step 6: File a Second Appeal with the APIC
If the FAA also fails to respond or the response remains unsatisfactory:
- File a Second Appeal under Section 19(3) with the Andhra Pradesh Information Commission (APIC) — the state information commission constituted under Section 15 of the RTI Act by the Government of Andhra Pradesh. The Second Appeal must be filed within 90 days of the FAA's decision or the expiry of the FAA's period.
- The APIC can direct BSEAP or BIEAP to provide the information, and can impose a personal penalty of ₹250 per day (up to ₹25,000 total) on the CPIO under Section 20 of the RTI Act for willful denial, delay, or disclosure of false information.
Understanding the Appeal Path: APIC, Not CIC
Both BSEAP and BIEAP are state public authorities under Section 2(h) of the RTI Act, 2005. They are constituted under Andhra Pradesh legislation, funded by the Government of Andhra Pradesh, and accountable to the state government. All RTI appeals arising from applications to either board therefore remain entirely within the Andhra Pradesh state system:
- First Appeal: First Appellate Authority (FAA) within BSEAP or BIEAP, Vijayawada
- Second Appeal: Andhra Pradesh Information Commission (APIC) — constituted under Section 15 of the RTI Act as the State Information Commission for Andhra Pradesh
The Central Information Commission (CIC) has no jurisdiction over BSEAP, BIEAP, or any other Andhra Pradesh state government body. Filing a second appeal with the CIC will result in it being returned as not maintainable. Always direct second appeals to the APIC.
Practical Tips for an Effective Application
- Always quote the hall ticket number, exam, year, and subject code in any application related to your personal marks or answer script. BSEAP and BIEAP evaluate hundreds of thousands of scripts each cycle, and only exact identifiers allow the CPIO to locate the relevant record promptly.
- Ask for certified copies of answer scripts and moderation orders. Certified copies are admissible as evidence in proceedings before the APIC, High Court writ petitions, or complaints to the Human Rights Commission.
- File separate RTI applications for separate purposes. An application seeking your personal answer script and a separate application seeking the board-wide moderation policy should be filed as distinct applications, so that a delay in one does not affect the other.
- Use RTI alongside, not instead of, the reverification process. Apply for official reverification through the board's portal first. If the reverification result is still unsatisfactory, use RTI to obtain the evaluated script and pre/post-reverification marks to verify whether the reverification was properly conducted.
- Cross-check marks systematically. When you receive the answer script under RTI, compare the marks written on each question against the total on the cover page, and compare that total against the marks in your official marksheet. Discrepancies — unmarked answers, arithmetic errors, marks not carried to the cover page — are grounds for a complaint to the APIC and can support a writ petition before the Andhra Pradesh High Court.
- Cite Section 20 in your appeal if the denial or delay appears willful. Explicitly mentioning the penalty provision under Section 20 in your First Appeal and Second Appeal signals awareness and can prompt the CPIO or FAA to take the matter more seriously.
- For moderation complaints, ask for the official government order. Moderation is typically directed by the School Education Department, Government of Andhra Pradesh, through an official circular or order. Requesting a copy of that order — not just the board's summary — gives you the authoritative document needed to verify whether the policy was correctly implemented.
