Why RTI Matters for Odisha Board Exams

Errors in totalling, skipped questions, non-application of grace, and clerical mistakes in tabulation are well-documented problems in board examinations across India. The Right to Information Act, 2005 gives every student — and every concerned parent — the legal right to pierce this opacity by obtaining the evaluated answer script and the supporting records that explain how each mark was arrived at.
BSE Odisha vs CHSE Odisha — Which Board Does What
Understanding which body to approach is the first step to a successful RTI application.
Board of Secondary Education (BSE), Odisha is established under the Odisha Secondary Education Act, 1953. It conducts:
- The Annual High School Certificate (HSC) Examination for Class 10 students (both regular and ex-regular).
- The Compartmental / Back Examination for Class 10 students who failed in one or two subjects.
- The State Open School (SOS) examinations for out-of-school learners at the Class 10 level.
- Teacher eligibility-related secondary-level examinations as assigned.
BSE Odisha's headquarters is at Salepur Road, Cuttack-753004. This is where the CPIO is located for RTI purposes.
Council of Higher Secondary Education (CHSE), Odisha is established under the Odisha Higher Secondary Education Act, 1982. It conducts:
- The Annual Higher Secondary Certificate (+2) Examination for Class 12 students in Science, Arts, and Commerce streams.
- The Compartmental / Back Examination for Class 12 students who failed in one or two subjects.
- The Ex-Regular examination for students who were not regular candidates.
CHSE Odisha's headquarters is at Sen Vihar, Bhubaneswar-751013. This is where the CPIO is located for CHSE RTI applications.
Both BSE Odisha and CHSE Odisha are public authorities under Section 2(h) of the RTI Act, 2005, as bodies established under Odisha state legislation by the State Government and substantially financed by the Government of Odisha. They are fully subject to the RTI Act.
Common Problems That RTI Can Address
Marks Totalling Error
Examiners sometimes add up question-wise marks incorrectly on the answer script cover sheet. The total on the cover sheet is then entered into the tabulation system, and the error is replicated onto the mark sheet. By obtaining the evaluated answer script, a student can verify whether each question was marked, whether the question-wise marks were correctly totalled, and whether the total on the cover sheet matches the mark sheet.
Answer Script Does Not Reflect What Was Written
In rare but documented cases, the answer script returned or the marks awarded do not correspond to what the student remembers writing — raising the possibility that the wrong script was evaluated or that the script was not fully checked. RTI provides access to the actual evaluated script with the examiner's marks and annotations.
Grace Marks Not Applied
Both BSE and CHSE have grace mark / moderation policies that allow additional marks to be awarded to students who narrowly miss the pass mark or division boundary, in order to reduce the number of compartmental students. If a student was close to the pass mark and did not pass, or was close to a higher division and did not achieve it, it is worth verifying through RTI whether the grace policy was applied correctly.
Compartmental Status Unclear
Students who appear in compartmental examinations sometimes face confusion about eligibility, which subjects qualify for compartmental, the pass criteria, and the final result. RTI can obtain the official eligibility criteria and the detailed result of the compartmental examination.
Scrutiny Result Not Communicated
Boards sometimes accept scrutiny / re-checking applications and process them without clearly communicating the result to the student, or communicate only that "no change" occurred without specifying whether the script was actually re-examined question-by-question. RTI can obtain confirmation that the scrutiny was conducted and the question-wise marks in the re-examination.
What Information You Can Obtain Through RTI
Through RTI applications to BSE Odisha or CHSE Odisha, you can obtain:
- Evaluated answer script copies — certified photocopies of the handwritten answer script with the examiner's marks and annotations on each answer.
- Question-wise marks — the marks awarded for each question or section as recorded by the examiner and on the tabulation sheet.
- Grace marks / moderation policy — the official policy document describing the criteria for grace marks, the subjects in which grace is applied, and the marks awarded per subject in the relevant examination year.
- Scrutiny / re-checking result — confirmation of whether re-checking was conducted, the date, and the question-wise marks in the re-examination.
- Tabulation sheet — the sheet recording all marks and totals before entry into the result system (this is often the record that reveals a totalling error).
- Examiner appointment records — which examiner was assigned to evaluate a particular set of scripts (useful if there is a pattern of incorrect evaluation).
- Compartmental examination records — eligibility criteria, subjects offered, pass marks, and result of the compartmental examination for a specific roll number.
- Statistical data — the number of scripts in which marks changed after scrutiny in a given year and subject, which reveals systemic evaluation quality issues.
How to File Your RTI Application
Step 1 — Identify the Correct CPIO
- For Class 10 / HSC / Matric matters: Address the application to the CPIO, Board of Secondary Education (BSE), Odisha, Salepur Road, Cuttack-753004.
- For Class 12 / +2 / Higher Secondary matters: Address the application to the CPIO, Council of Higher Secondary Education (CHSE), Odisha, Sen Vihar, Bhubaneswar-751013.
Step 2 — File Online or by Post
File online at rti.odisha.gov.in, the Government of Odisha's RTI portal. You will need to register, select the public authority (BSE or CHSE), pay the ₹10 fee online, and submit your application. You will receive a registration number for tracking.
Alternatively, you may send a written application by registered post or submit it in person at the CPIO's office. Attach a ₹10 Indian Postal Order (IPO) or demand draft in favour of the Board, or pay in cash at the counter if submitting in person.
Step 3 — Prepare Your Application
Your application should clearly state:
- Your full name and postal address (mandatory for response delivery).
- The roll number, examination year, examination name (Annual HSC Examination / Annual +2 Examination / Compartmental Examination), and subject name and paper code for each answer script you are requesting.
- Specific questions about grace marks policy, scrutiny result, or compartmental records as applicable.
- A statement that you are willing to pay the prescribed fee for copies.
BPL cardholders are exempt from the ₹10 fee. Attach a copy of the BPL card if claiming this exemption.
Step 4 — Keep All Records
Retain the online registration acknowledgement or the postal receipt. Note the 30-day deadline by which the CPIO must respond.
Appeal Mechanism
First Appeal — Section 19(1)
If the CPIO does not respond within 30 days, or provides an incomplete or unsatisfactory response, file a First Appeal under Section 19(1) of the RTI Act. The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. Address the First Appeal to the First Appellate Authority (FAA) designated by BSE Odisha (Cuttack) or CHSE Odisha (Bhubaneswar) as applicable. The FAA must decide the appeal within 30 days, extendable to 45 days with written reasons.
Second Appeal — Section 19(3)
If the FAA's decision is also unsatisfactory, or the FAA fails to respond within the prescribed time, file a Second Appeal under Section 19(3) of the RTI Act with the Odisha Information Commission (OIC). The OIC has jurisdiction over all state public authorities in Odisha, including BSE and CHSE. The CIC (Central Information Commission) has no jurisdiction over these bodies.
The OIC can:
- Order the CPIO to furnish the information within a specified time.
- Impose a penalty of ₹250 per day of unjustified delay, up to a maximum of ₹25,000, under Section 20 of the RTI Act.
- Recommend disciplinary proceedings against the CPIO.
Practical Tips
- File before the scrutiny deadline, not after. Most boards allow scrutiny applications within 2–4 weeks of result declaration. File the RTI requesting your answer script copy immediately after results are declared. You can simultaneously apply for scrutiny through the Board's official scrutiny process. The RTI response — showing the question-wise marks — will help you decide whether to proceed further after scrutiny.
- Request the answer script first, then file for re-evaluation. The answer script copy reveals whether there was a marking or totalling error. If the totalling is correct but you believe the examiner under-awarded marks, the re-evaluation process (where available) is the next step. Do not conflate RTI (right to access information) with the Board's internal re-evaluation scheme.
- Cite specific paper and roll number. Vague requests such as "all information about my results" are easily deflected. Be precise: "answer script for Roll Number 1234567, Annual HSC Examination 2025, Mathematics, Paper Code 003."
- Ask for the mark sheet computation sheet (tabulation sheet). The tabulation sheet shows each mark as entered before final compilation. Discrepancies between the tabulation sheet and the mark sheet reveal data entry errors distinct from marking errors.
- Request the grace marks policy document separately. Ask for the official policy document or circular governing grace marks for the relevant examination year. This is a document, not personal data, and must be provided without restriction.
- Statistical requests are permissible. Asking how many scripts were revised after scrutiny in a given year and subject is a valid RTI request and does not require disclosure of any other student's personal information. This data is useful for advocacy and for demonstrating systemic evaluation quality issues.
- Coordinate timing with the Board's own scrutiny process. Board scrutiny processes are time-bound. Filing the RTI promptly ensures you have the answer script copy in hand before scrutiny deadlines pass. Scrutiny decisions can then be challenged more effectively if you have documentary proof of a marking or totalling error from the RTI-obtained answer script.
