Mukhyamantri Vridhjan Pension Yojana (MVPY)
Launched in 2019 by the Bihar government, MVPY provides a monthly pension of ₹400 (for 60–79 years) or ₹500 (for 80 years and above) to all persons aged 60 and above who are not drawing a government pension or covered under IGNOAPS. The scheme is unconditional — there is no income ceiling. Payments are made directly into the beneficiary's bank or post office account. Indira Gandhi National Old Age Pension Scheme (IGNOAPS)
A Central Government scheme under the National Social Assistance Programme (NSAP), IGNOAPS provides ₹200–500 per month to BPL citizens aged 60 and above. State top-up varies. Pension stopped without notice: Pensions are sometimes suspended due to Aadhaar seeding failures, bank account changes, death registration errors (a living person marked dead), or alleged ineligibility — often without informing the pensioner. RTI can produce the official reason for suspension and the order or instructions under which it was effected.
Funds released but not disbursed: Block-level data sometimes shows funds released to a Block or Panchayat that never reached beneficiaries. RTI can compare funds released with actual disbursements, and identify the gap — strong evidence of diversion.
Application rejection without reasons: Under Section 7(1), a PIO must give reasons for rejection of an RTI request. Similarly, rejection of a pension application without a written, reasoned order is maladministration — RTI can force the official record to the surface.
SC/ST scholarship delays: Post-matric scholarships disbursed months after the academic year begins are a structural problem. RTI can obtain the disbursement schedule, bank transfer records, and the reason for delay at each level (district, institution, department).

Where to File: The Right Authority
Bihar's Social Welfare Department operates at three levels for RTI purposes:
Block Development Office / Child Development Project Office (Primary Level)
For queries about specific Panchayat or ward-level beneficiary lists, individual disbursement records, and application status, file with the SPIO at the Block Development Office (BDO) or the Child Development Project Office (CDPO) for your block. This is the appropriate level for most pension grievances — the block office maintains the primary disbursement records for MVPY and NSAP pensions.
District Social Welfare Office (District Level)
For district-level fund flow data, cross-block disbursement comparisons, SC/ST scholarship totals at the district level, or complaints about block-office inaction, file with the SPIO at the District Social Welfare Officer's office.
Directorate of Social Welfare, Patna (State Level)
For state-level scheme design, total funds released to each district, scheme-wise beneficiary counts, and policy clarifications, file with the CPIO at the Directorate of Social Welfare, Government of Bihar, Patna – 800015. How to File: Step by Step
Step 1: Identify the Correct PIO and Scheme
Before drafting, determine:

- Which level of administration holds the records you need (block, district, or state)
- The specific financial year or disbursement period about which you are seeking information

Step 2: Draft Your Application
Use the sample application above as your base. Each request should be numbered, specific, and factual — name the person, scheme, financial year, and district/block wherever possible. Vague requests such as "all records about my pension" are less effective than targeted queries like "disbursement record and bank transfer details for Name's MVPY pension for Q3 of FY 2024–25."
Step 3: File Online or by Post
Online: File through the RTI Online Portal at rtionline.gov.in. Bihar's Social Welfare Department is listed under the Government of Bihar. Pay the ₹10 fee via net banking, UPI, or debit card. BPL cardholders are exempt from the fee and should note their BPL card number in the application.
By Post / In Person: Send the application by registered post to the SPIO at the relevant Block, District Social Welfare Office, or Directorate of Social Welfare in Patna. - Complete list of MVPY/IGNOAPS/IGNWPS/IGNDPS beneficiaries in Panchayat/Ward, Block, District for FY 20__–__, with names, amounts disbursed, and bank account numbers credited.
- Bank transfer (FTO) details for the pension credited — or not credited — to Name, Address, under Scheme Name for the period Month/Quarter/FY.
- Whether Name, Address, is currently on the active beneficiary list for Scheme Name, and if not, the reason and date of exclusion.
- The current bank account number on record for pension payments to Name, and any change made to this account after Date.
Rejection and Exclusion Records
- Certified copy of the rejection order or written reasons for the exclusion of Name's application under Scheme Name, and the name and designation of the officer who made the decision.
- Whether Name's pension was suspended, and if so, the written order and reasons for suspension and the officer responsible.
Fund Flow and Utilisation
- Total funds allocated, released, and utilised under MVPY in Block/District for FY 20__–__, including any unspent balance and the reason for non-utilisation.
- Block-wise beneficiary count and total disbursement under IGNOAPS/IGNWPS/IGNDPS in District for FY 20__–__.
- Whether any funds under Scheme Name released to Block for FY 20__–__ were returned unspent or remained undisbursed, and the reason.
SC/ST Scholarship Records
- List of SC/ST post-matric scholarship beneficiaries from Institution Name or District for FY 20__–__, with amounts disbursed and disbursement dates.
- Reason for delay in disbursement of SC/ST scholarship to Name, Institution, for FY 20__–__, and the stage at which the application or payment is currently held up.
- Eligibility criteria and income ceiling applied for SC/ST post-matric scholarships in Bihar for FY 20__–__.
Appeals
First Appeal (Section 19(1)): If the SPIO does not respond within 30 days, or provides an incomplete or evasive answer, file a First Appeal with the First Appellate Authority (FAA). For block-level offices, the FAA is typically the District Social Welfare Officer or another officer senior to the SPIO at the district level. For the Directorate of Social Welfare, the FAA is typically the Deputy Director or an Additional Director designated as FAA. The First Appeal must be filed within 30 days of the date of the SPIO's decision or the expiry of the 30-day response period, whichever is applicable. No fee is payable. The FAA must decide within 30 days (extendable to 45 days with written reasons).
Second Appeal (Section 19(3)): If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Bihar Information Commission (BIC), Patna, within 90 days of the FAA's decision or the expiry of the FAA's response period. The BIC is constituted under Section 15 of the RTI Act as Bihar's state-level information commission. The Central Information Commission (CIC) has no jurisdiction over Bihar state government bodies, including the Social Welfare Department, the Directorate of Social Welfare, and all Block and District social welfare offices.
Section 20 Penalty: The BIC can impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally for wilful delay or refusal to provide information without reasonable cause. This penalty provision is a strong deterrent and often motivates compliance following a Second Appeal notice.
Practical Tips
Combine RTI with a complaint: Filing an RTI is most powerful when combined with a formal complaint to the District Social Welfare Officer. The RTI produces official documentation (beneficiary list, fund flow data, rejection order) that can support the complaint and prevent the department from taking contradictory positions.
Request certified copies: Always ask for "certified copies" of records such as the beneficiary list, disbursement record, and rejection order. Certified copies are admissible in consumer forums, district courts, and before the BIC itself if you escalate the matter.
Use the Aadhaar seeding angle carefully: If your pension was stopped due to an Aadhaar seeding problem, ask the RTI specifically for the Aadhaar seeding status and the name of the official who removed your name from the active beneficiary list. This shifts accountability to a named official and supports a request for reinstatement.
Follow the money: If you suspect diversion, compare the RTI response for funds released to a block with the beneficiary list response. If 1,000 beneficiaries should have received ₹500 each (₹5,00,000 total) but only 700 names appear on the list, the shortfall of ₹1,50,000 demands an explanation — and a complaint to the District Magistrate or the State Vigilance and Anti-Corruption Bureau.
SC/ST scholarship delays: For scholarship delays, file RTI simultaneously at the institution level (with the principal) and at the district level. The two responses together will identify exactly where the application is stuck — at the verification stage, the forwarding stage, or the state disbursement stage.
Keep the BPL card issue in mind: IGNOAPS, IGNWPS, and IGNDPS require a BPL card; MVPY does not. If your pension application was rejected citing BPL status, RTI can confirm whether the official BPL list held by the block office shows your family as BPL or not — a factual discrepancy that can be challenged through an appeal.
The Social Welfare Department's records on beneficiary lists, disbursements, and fund utilisation are standard administrative records that do not attract any exemption under Section 8 of the RTI Act. If the SPIO denies your application citing any Section 8 exemption for such records, that denial is legally unsustainable and should be challenged immediately in a First Appeal.
