Property Tax Assessment and Payment Records
BBMP levies property tax under the Unit Area Value (UAV) system (Self-Assessment Scheme). RTI can surface:

How to File RTI with BBMP
Step 1: Identify the Correct Office
BBMP is organised into eight administrative zones (East, West, South, North, Bommanahalli, Mahadevapura, RR Nagar, Yelahanka) and over 200 wards. For building plan approvals, Khata, and property tax matters, address your RTI to the SPIO at the relevant Ward Office or Zonal Office. For city-wide policy or contract matters, address the SPIO at BBMP Head Office, N.R. Square, Bengaluru.
Step 2: Draft Your Application

Frame each query as a specific, numbered information request. Avoid broad requests such as "provide all records relating to my property" — targeted, specific questions produce faster and more complete responses.
Step 3: File Online or in Person
File your RTI application through BBMP's RTI portal at bbmp.gov.in/rti. If the online portal is not operational or does not accept your application, submit a physical application by registered post or in person to the SPIO at the relevant BBMP Ward Office or Zonal Office. Pay the ₹10 fee by Indian Postal Order, demand draft in favour of "BBMP" (or as directed by the office), or through the online payment facility on the portal. Citizens holding a valid BPL ration card are exempt from the fee; attach a self-attested copy of your BPL card.
Step 4: Track Your Application
The SPIO must respond within 30 days of receipt of your application under Section 7(1) of the RTI Act, 2005. If the matter directly involves the life or liberty of a person, the response must be given within 48 hours under the Section 7(1) proviso. Retain your acknowledgement receipt or postal tracking number as proof of filing.
Step 5: Appeals if BBMP Does Not Respond
If BBMP fails to respond within 30 days, or the response is incomplete, incorrect, or evasive:
- First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within BBMP — typically the Additional Commissioner or Joint Commissioner of the relevant zone — within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is payable.
- Second Appeal under Section 19(3): If the FAA also fails to act or gives an unsatisfactory reply, file with the Karnataka Information Commission (KIC) within 90 days of the FAA's decision or the expiry of the FAA's response period. No fee is payable. The KIC is the state information commission under Section 15 of the RTI Act for all Karnataka state public authorities. It can direct BBMP to furnish the information and may impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act if information was withheld without reasonable cause.
Understanding BBMP's Position Under the RTI Act
BBMP is a Karnataka state public authority under Section 2(h) of the RTI Act, 2005. This means that all appeals from BBMP RTI applications stay entirely within the Karnataka state system. The Central Information Commission (CIC) has no jurisdiction over BBMP or any other Karnataka municipal body. Filing a second appeal with the CIC instead of the KIC will result in the complaint being returned as not maintainable.
The RTI Act imposes obligations not only to respond within 30 days but also to maintain proper records (Section 4(1)(a)), to publish suo motu disclosures including details of public works, contracts, and fee structures (Section 4(1)(b)), and to designate SPIOs and First Appellate Authorities at every administrative unit. If BBMP has not designated an SPIO at your ward or zonal office, you can address your RTI to the BBMP Commissioner's office, which is obliged to assist you in reaching the correct officer.
Tips for an Effective BBMP RTI Application
- Always quote your PID number and application number. BBMP maintains separate records for building plans, Khata, and property tax — without the PID number and application number, the SPIO will often respond that the information cannot be located.
- Specify the financial year or date range for any request about contracts, tax payments, or enforcement actions to limit the scope of the query and ensure a complete response.
- Ask for certified copies of specific documents — approval orders, mutation entries, demolition notices — rather than asking BBMP to explain a decision. Certified copies are admissible as evidence in civil proceedings and before the Karnataka High Court.
- Cross-check measurement book entries against on-ground work in your ward. If the records show that a road was repaired and the contracted amount was paid, but the road remains broken, this discrepancy supports a complaint to the Karnataka Lokayukta under the Prevention of Corruption Act.
- File separately for each department if your queries span Town Planning, Revenue, and Engineering. Combining multi-department requests in a single application can result in partial responses as each department handles only its own records.
