Mizoram is a small, predominantly Christian, predominantly literate state in India's northeastern corner, sharing borders with Bangladesh and Myanmar. Its governance structure combines a directly elected state government with three Sixth Schedule Autonomous District Councils for its smaller tribal communities, a mandatory Inner Line Permit system for non-residents, and a customary land management tradition rooted in the village council. Literacy rates in Mizoram are among the highest in the country, and civil society engagement with public institutions — including through RTI — reflects that. For citizens facing delays in government services, opaque public construction, or disputes over land and forest resources, RTI is a practical, well-supported tool.

This guide covers how the two-track RTI system works in Mizoram, the key agencies most commonly engaged, and what to ask in each situation.

The Two-Track System: State vs. Central Bodies in Mizoram

The RTI Act, 2005 applies to all "public authorities" under Section 2(h). Where your second appeal goes if the PIO does not respond depends on which track the body sits on.

State bodies — agencies created under Mizoram law, funded by the state government, or controlled by the Government of Mizoram, as well as the three Sixth Schedule Autonomous District Councils — are supervised by the Mizoram Information Commission (MZIC), established under Section 15 of the RTI Act. Your First Appeal under Section 19(1) goes to the First Appellate Authority within the same department, within 30 days of the PIO's decision or the expiry of the 30-day response period. A Second Appeal under Section 19(3) goes to the MZIC.

Central bodies — offices of the Union Government operating in Mizoram, central paramilitary forces, central universities, and central PSUs — go to the Central Information Commission (CIC) in New Delhi through the same appeal structure.

The quick test: who created the body, who funds it, who controls its senior appointments? Government of Mizoram or an ADC → MZIC. Union Government or a central statute → CIC.

The Sixth Schedule: Three Autonomous District Councils

Mizoram has three Autonomous District Councils established under the Sixth Schedule of the Constitution, each covering a specific minority tribal area:

  • Chakma Autonomous District Council (CADC) — covering the Chakma areas in the southern part of Mizoram
  • Mara Autonomous District Council (MADC) — covering the Mara areas in the far south
  • Lai Autonomous District Council (LADC) — covering the Lai areas

These ADCs have legislative powers over land management, forests (other than reserved), use of waterways, regulation of shifting cultivation, and other subjects. They are state-level public authorities for RTI purposes → MZIC track.

RTI to the ADCs is relevant when:

  • A citizen has an ADC-issued licence for any activity (forestry, cultivation, trade) and wants to know the terms, renewal status, or compliance requirements
  • A community or individual believes the ADC has made a decision affecting their land or resource access and wants the written record of that decision
  • An ADC government scheme (housing, livelihood support) has been disbursed and a beneficiary wants to verify allocation records

Address RTI to the Executive Committee or the District Council Secretariat of the relevant ADC.

Land in Mizoram: Village Councils, Customary Rights, and Revenue Records

Mizoram's land system is shaped by the Mizoram (Prevention of Alienation of Land) Act, which broadly restricts the transfer of land to non-Mizos, and by the historical role of village councils in managing communal land.

Village Councils and the Zawlbuk Tradition

The traditional Mizo village was organised around the zawlbuk (bachelor's dormitory) as a community institution, and land was managed communally under the chief (Lal). After the abolition of the chieftainship system in 1954, village governance in Mizoram transitioned to elected Village Councils, which continue to manage community land in rural areas. The Village Council maintains informal records of who occupies which land plots within the village, and land use in customary areas is mediated through the Village Council even today.

For rural land queries in Mizoram, the Village Council is the first point of contact — but it may not be a "public authority" in the formal RTI sense for all purposes. However, the District Collectorate and the Revenue Department maintain formal records for plots in Aizawl and other urban or semi-urban areas, and RTI to those offices is effective.

Revenue Department Records in Urban Areas

In Aizawl and other towns, land records are maintained by the Revenue Department and the Settlement Department. Land plots in urban areas have patta records — documents recording the holder's name, plot number, area, and classification. Mutations (transfer of records from one holder to another after a sale or inheritance) are processed at the DC Office or the Settlement Officer level.

When to file RTI for land disputes in urban Mizoram:

  • If the patta for your plot shows an incorrect name or outdated holder, ask the DC Office or Settlement Officer for the current patta entry, the date it was last updated, and the file or order number under which the current entry was made
  • If a mutation application is pending, ask for the application number, date of receipt, current status, any objections noted, and the name of the officer holding the file
  • If your plot has been encroached upon and you have made a written complaint, ask for the status of that complaint, the date of any inspection, and the action taken or proposed

For land acquisition by the state government — for road widening, public construction, or any other purpose — RTI to the relevant department or DC Office can reveal the acquisition notification, the list of affected landowners, the compensation determined per plot, and the payment status.

Power & Electricity Department: Billing, Connections, and Outages

Unlike most Indian states where electricity is distributed by a separate state corporation, Mizoram's power distribution is handled directly by the Power & Electricity Department, Government of Mizoram. This is a government department, not a separate PSU — and it is squarely a state body → MZIC track.

The distinction matters because PIOs for electricity matters in Mizoram are government officers within this department, not corporate officers of a state company.

For a billing dispute (inflated bill, estimated reading, or sudden arrear demand):

  • A copy of the meter reading register for your consumer number for the past 12 months
  • Whether the billing for the disputed period was based on an actual meter reading or an estimated figure, and the basis for that estimate
  • A copy of any test report for your meter if it has been tested, and the date of the last physical test
  • Copies of any orders or correspondence under which the disputed demand was raised

For a new connection delay:

  • Current status of your application dated date for a new connection at address
  • Whether any site inspection has been completed and, if so, the date and findings
  • Any pending objection or clearance requirement, and a copy of that communication
  • The name of the officer responsible for processing applications in your sub-division

For a prolonged outage:

  • The date and time of the fault registered for your area
  • The reason recorded for the delay in restoration
  • The names of the engineers responsible for the relevant feeder or section

File with the PIO at the Electrical Sub-division or Division level responsible for your area. For matters that have already been escalated to the department headquarters, address the PIO there.

Inner Line Permit (ILP) in Mizoram

Mizoram is one of the states requiring an Inner Line Permit under the Bengal Eastern Frontier Regulation, 1873. Non-Mizos and non-residents must obtain an ILP to enter and remain in Mizoram. The ILP is administered by the Home Department, Government of Mizoram, through the DC Offices.

RTI is useful for:

ILP application status: If you have applied for an ILP or an extension and have not received a response, file with the DC Office or Home Department PIO asking for:

  • The current status of application number X filed on date
  • Whether any objection has been noted and a copy of that communication
  • The name and designation of the officer currently handling the file

Employment registration of non-residents: Employers in Mizoram with non-Mizo employees are required to register those employees. RTI to the relevant district office can ask for the registration record and whether a specific employer has complied.

Permanent residency documentation: For persons asserting Mizo domicile whose status is contested, RTI to the DC Office can ask what records the government holds regarding the domicile status of a particular person.

Bamboo Resources: RTI for Forest Permits and Allocation

Mizoram is among the most bamboo-rich states in India. Bamboo is both an ecological resource and an important part of the rural economy — used for construction, handicraft, and increasingly for industrial purposes. The state government, through the Forest Department, manages bamboo reserves and issues permits for harvest and transport.

RTI is useful in bamboo-related matters when:

Forest permits: If you have applied for a permit to harvest bamboo from a forest area and the permit has not been issued or has been unreasonably delayed, file with the Divisional Forest Officer (DFO) of the relevant Forest Division asking for:

  • The current status of your permit application, the date of receipt, and any pending requirement
  • Whether any inspection or verification has been scheduled, and the outcome

Bamboo allocation for industrial use: If a large-scale bamboo allocation has been made to a company or agency and you believe it may affect community access, RTI to the Forest Department asking for the allocation order, area, quantity, and terms can establish the official record.

Mautam and Thingtam (bamboo flowering): Mizoram experiences periodic mass bamboo flowering events (the most recent Mautam was in 2007-09). Government response to the resulting rat population explosion and crop destruction involves relief schemes. RTI to the relevant District Agricultural Office or Relief & Rehabilitation Department can ask for beneficiary lists and relief amounts disbursed.

Mizoram PSC: Recruitment Transparency

The Mizoram Public Service Commission (MPSC) is a constitutional body under Article 315 operating within the state framework → MZIC track.

Exam marks and disputes: After any MPSC examination, you can ask for:

  • Your marks in each paper for exam name, year, roll number
  • The cut-off marks applied for the merit list
  • The total number of candidates who appeared and the number included in the final list

Selection list position and appointment delays: If you are on the selection list but have not received an appointment order, ask for:

  • The number of vacancies reported by the recruiting department and how many have been filled
  • Whether any ban or restraint on the advice process is in force, and the order number

Aizawl Municipal Council: Urban Permits

The Aizawl Municipal Council (AMC) is a state body → MZIC track.

For building plan approvals in Aizawl — where the hilly terrain makes construction permits and occupancy certificates particularly important — RTI to the AMC can ask for:

  • The building permit or plan approval for a specific address (plan number, date, approved drawings)
  • Whether any occupation certificate has been issued for a specific building
  • The status of a pending permit application, including any objection

For trade licences or establishment approvals from the AMC:

  • Ask for the current status of your application, any pending requirement, and the officer responsible

Note on Assam Rifles: Assam Rifles has one of its strongest presences in Mizoram, with many units stationed here. It is a central paramilitary force under the Ministry of Home Affairs → CIC track. Administrative queries about Assam Rifles (recruitment, pension, welfare) are within scope.

Note on Mizoram University: Mizoram University in Aizawl is a central university established by the Mizoram University Act, 2000 — it goes to the CIC, not the MZIC.

Key RTI Act Sections to Know

  • Section 6: How to file an RTI application — in writing to the designated PIO
  • Section 7(1): PIO must respond within 30 days; within 48 hours if the information relates to life or liberty
  • Section 7(5): Information is free of charge if the PIO fails to respond within the time limit; BPL cardholders are exempt from all fees
  • Section 19(1): First Appeal to the FAA within 30 days of the PIO's decision or the expiry of the 30-day period
  • Section 19(3): Second Appeal to the MZIC (state bodies) or CIC (central bodies)
  • Section 20: Penalty of ₹250 per day for each day of delay, up to ₹25,000
  • Section 15: Establishment of State Information Commissions, including the MZIC
  • Section 28: Power of state governments to make rules — the Government of Mizoram has notified RTI rules under this provision

Practical Tips for Filing RTI in Mizoram

Village Council vs. Revenue Department: For rural land in Mizoram, understand that the Village Council maintains informal customary records, while the Revenue and Settlement Department maintains formal patta records for urban and semi-urban plots. For a formal RTI, address the Revenue Department or DC Office, not the Village Council (whose status as a formal public authority for RTI purposes varies).

ADC jurisdiction: If your issue involves land, forest, or resource use within an ADC area, the ADC is the correct public authority to address — not the state Forest Department or Revenue Department. Identify which ADC covers your area (Chakma, Mara, or Lai) and address the RTI to that ADC's Secretariat.

Language: RTI applications can be filed in Mizo or English. Mizo is the official language of the state, and filing in Mizo is valid and appropriate for offices in rural or district-level settings.

ILP and employment registration: Queries about ILP records are sensitive — frame them precisely around the administrative record of a specific application, not as general requests about the policy. Vague requests may attract Section 8 exemptions.

No portal URLs without verification: Always verify the current official URL before using any online RTI portal. Government portals change their interfaces periodically, and an outdated link will waste your time.

Document everything before filing: For disputes with the Power & Electricity Department or the AMC, attach copies of earlier written complaints or application receipts to your RTI application. This context helps the PIO respond specifically rather than generically.
