RTI in Gujarat: AnyRoR Land Records, PGVCL and Electricity Discoms, and AMC

A focused guide to RTI in Gujarat across three high-volume domains — the AnyRoR Form 7/12 and Form 6 land records system, PGVCL and the four electricity discoms, and AMC's Building Use Permission and TP scheme records. Includes NA permission RTI and RERA Gujarat guidance.

Gujarat is known for having one of India's most efficiently digitised government machinery, and nowhere is this more visible than in its land records system. The "AnyRoR" (Any Record of Rights) portal, maintained by the Gujarat Revenue Department, gives citizens online access to Form 7/12 and other revenue records for every district in the state. Gujarat's e-Dhara centres at Taluka offices provide certified digital extracts at nominal charges. Yet RTI remains important in Gujarat — both because certified paper records with official signatures have legal weight that portal printouts lack, and because disputes about mutations, NA permissions, and electricity connections require the full documentation trail that RTI alone can compel.

This guide is a focused second layer on top of the general Gujarat RTI guide. It goes deep into three specific systems: the AnyRoR land records system (Form 7/12, Form 8A, Form 6), Gujarat's four electricity discoms (PGVCL, UGVCL, MGVCL, DGVCL), and AMC (Ahmedabad Municipal Corporation) and the urban planning framework. All are Gujarat State public authorities. Second appeals go to the Gujarat Information Commission (GIC) under Section 19(3) of the RTI Act, 2005.

AnyRoR — Gujarat's Land Records System (e-Dhara)

Gujarat launched its e-Dhara programme in the late 1990s for the computerisation of land records, making it one of the earliest states to digitise this domain. The system is maintained by the Revenue Department through the District Collectorate and Taluka Mamlatdar offices. The AnyRoR portal makes the latest records available online, but certified copies — which carry the Mamlatdar's seal and are admissible in legal proceedings — must be obtained either from the e-Dhara centre at the Taluka office or through an RTI application.

Key Documents in the AnyRoR System

Form 7/12 (Saat-Baara Utara): The Form 7/12 is the most important land record document in Gujarat. "7/12" refers to the combination of two forms from the Maharashtra Land Revenue Code — Form 7 (rights register) and Form 12 (cultivation details) — which Gujarat inherited from the erstwhile Bombay State and continues to use. The 7/12 extract shows: the survey number, the name of the khatedar (registered owner), the category of possession (owner, tenant, occupant), the area of the plot, the type of land (jirayat/dry, bagayat/irrigated, or other), and the cultivation details for each season. Any encumbrances, mortgages, or government notes are also recorded on Form 7.

Form 8A (Khata Extract): Form 8A is a summary of all survey numbers registered in a person's name in a particular village. It is the easiest way to get a complete picture of all land held by a named person in one village. Useful for estate disputes and for verifying land holdings before purchase.

Form 6 (Mutation Register / Hakkpatrak): Form 6 records every mutation — every change in the registered rights for a survey number. Each mutation has a mutation number, the date of the order, the names of the parties, the stated basis (sale, inheritance, gift, court order, government notification), and the name of the Mamlatdar who approved it. Form 6 is the documentary history of a land parcel.

How the Revenue Administration Works in Gujarat

Land records are maintained at the Taluka level. The Mamlatdar is the key revenue officer at the Taluka level — equivalent to the Tehsildar in UP or the Tahsildar in Karnataka. Below the Mamlatdar, the Talati (also called Talati-cum-Mantri) is the village-level revenue official who maintains the land records for their assigned villages. Above the Mamlatdar is the Deputy Collector and the District Collector.

For RTI applications: address them to the PIO at the Mamlatdar's Office for the relevant Taluka. This is the appropriate level for Form 7/12 records, Form 6 mutations, and Gamtal (village boundary) records.

RTI Questions for AnyRoR Land Records

Certified Form 7/12 extract:

"Certified copy of the current Form 7/12 (Saat-Baara Utara) for Survey number X in Village X, Taluka X, District X. The document should be certified by the Mamlatdar or authorised officer and show: the name of the khatedar, category of possession, area in the four-column format (total area, cultivated area, etc.), type of land (jirayat/bagayat/other), and all notations under the possession column including encumbrances, mortgages, and government orders."

Form 8A — complete holdings of a person:

"Certified copy of Form 8A (Khata Extract) showing all survey numbers registered in the name of name in Village X, Taluka X, District X as of date / current Fasli year. The document should show all survey numbers, the extent of holding in each, and the type of land."

Complete mutation history (Form 6):

"Certified copy of all Form 6 (Hakkpatrak / mutation register) entries for Survey number X in Village X, Taluka X, District X from year to date. For each mutation entry: the mutation number, date of order, names of the parties (outgoing and incoming khatedar), the stated basis of mutation, and the name and designation of the Mamlatdar who approved the mutation."

Checking for encumbrance or dispute:

"Whether any encumbrance, mortgage, court attachment, or government notification is currently noted in the Form 7/12 for Survey number X in Village X, Taluka X. A copy of the order or instrument on the basis of which any such notation was made."

Pending mutation status:

"Current status of mutation application number X filed at Mamlatdar Office, Taluka on date for Survey number X in Village X. The date on which the application was registered, the name of the Talati or Mamlatdar to whom it is assigned, the reason for any delay, and the expected date of decision."

Non-Agricultural (NA) Permission

Agricultural land in Gujarat cannot be converted to non-agricultural use (residential, commercial, or industrial) without obtaining NA (Non-Agricultural) Permission from the Collector. This is one of the most important — and most delayed — permission processes in the state, and RTI is frequently used to check the status of NA applications and to obtain certified copies of NA orders.

"Copy of the NA (Non-Agricultural) permission order granted for Survey number X in Village X, Taluka X, District X bearing reference number X. The date of the order, the type of non-agricultural use permitted, the conditions attached to the permission, and the name and designation of the officer who issued the order."

"Current status of the NA permission application bearing reference number X filed by applicant name on date for Survey number X in Village X, Taluka X. The officer currently responsible for the file, the stage of processing, and the reasons for any delay beyond the prescribed time."

Gamtal Land — Village Boundary Plots

Land within the settled area of a village (the village boundary / walled area) is called Gamtal land in Gujarat. Gamtal land has different records from agricultural land. Ownership documents for Gamtal plots are maintained by the Gram Panchayat and the Taluka Mamlatdar's office.

"The records for Gamtal plot number X in Village X, Taluka X as maintained in the village records of the Gram Panchayat / Mamlatdar's office. The name of the current holder, the area, the date of issue of the occupancy document, and any encumbrances recorded."

PGVCL and Gujarat's Four Electricity Discoms

Gujarat restructured its electricity sector early, dividing distribution among four geographically defined companies — all wholly owned by the state government:

  • PGVCL (Paschim Gujarat Vij Company Ltd) — covers Saurashtra and south Gujarat including Rajkot, Junagadh, Bhavnagar, Surat, Vadodara (partial) and surrounding districts
  • UGVCL (Uttar Gujarat Vij Company Ltd) — covers north Gujarat including Gandhinagar, Mehsana, Patan, Banaskantha, and Sabarkantha districts
  • MGVCL (Madhya Gujarat Vij Company Ltd) — covers central Gujarat including Vadodara (city), Anand, Kheda, and surrounding districts
  • DGVCL (Dakshin Gujarat Vij Company Ltd) — covers south Gujarat including Surat city, Bharuch, Navsari, Valsad, and surrounding districts

All four are Gujarat State public authorities. Second appeals go to the Gujarat Information Commission (GIC).

The appropriate PIO for most consumer-level RTI applications is at the Sub-Division Office or Circle Office level — where consumer records are maintained. Identify your sub-division from the prefix of your consumer number or the address field on your electricity bill.

RTI for Billing Disputes

"The meter reading records for consumer number X at address maintained at Sub-Division name, discom name for the past 12 billing months. For each billing month: the date the reading was recorded, the actual meter reading, and whether the reading was on-site or estimated. The name and employee number of the meter reader responsible for this consumer's section."

"Whether the meter at consumer number X has been tested for accuracy within the past three years by discom name. If tested, the date, the test result, and the certifying officer. If not tested, the reasons."

"The tariff category under which consumer number X is currently billed (LT residential, LT commercial, LT agricultural, LT industrial, etc.). The basis for this classification. Whether any tariff re-classification or conversion notice has been issued for this consumer in the past three years."

RTI for New Service Connections

"Status of new service connection application bearing reference number X filed at Sub-Division name on date. Whether a feasibility inspection has been conducted, and if so, the date and outcome. Whether any RoW (Right of Way) clearance, transformer capacity upgrade, or additional infrastructure demand is pending. The name of the officer currently responsible for the application."

RTI for Agricultural Connections and Jyotigram Yojana

Gujarat's Jyotigram Yojana, launched in 2003, separated agricultural feeders from domestic feeders to provide assured, scheduled power to villages. Agricultural pump set connections are provided on the agricultural feeder schedule.

"The current waiting list for new agricultural pump set service connections in sub-division / village area served by discom name Sub-Division name as of date. The position of application bearing reference number X filed by name on date. The estimated timeline for connection based on the current processing rate."

RTI for Solar Rooftop Connections

Gujarat has been a leader in solar rooftop adoption under the PM Surya Ghar and state-level schemes. Net metering or gross metering for solar rooftop systems requires grid connectivity approval from the discom.

"Status of the grid connectivity approval application for solar rooftop system at consumer number X at address. The date the application was filed, whether a technical feasibility inspection has been conducted, whether the net meter / bidirectional meter has been installed, and if not, the reasons for delay and the expected timeline. Whether the consumer is registered under the relevant central/state scheme for subsidy or buyback."

AMC and Gujarat's Urban Planning System

Ahmedabad Municipal Corporation (AMC)

AMC administers Ahmedabad city — one of India's fastest-growing cities and home to approximately 8 million people in its metropolitan area. AMC is constituted under the Bombay Provincial Municipal Corporations Act, 1949 (as adopted by Gujarat). It is a Gujarat State public authority; second appeals go to the GIC.

AMC is organised into wards and zones. The correct PIO for most building-related RTI applications is at the relevant Ward Office or the AMC's Building Plan Department (also called the Building Use Permission / BUP section), not at the AMC headquarters on Sardar Patel Marg.

Building Use Permission (BUP) / Occupancy Certificate:

"Whether a Building Use Permission (BUP) / Occupancy Certificate has been issued by AMC for the building located at full address / TP scheme block / plot number. If issued, the date of issue, the BUP order number, and the permitted uses / floors covered. If not issued, the current status of the BUP application, the date it was filed, and the specific reasons for non-issuance."

"Whether any notice for unauthorised construction or deviation from the approved building plan has been issued for the property at address / plot number by AMC. The notice number, date, and the section of the applicable Development Control Regulation (DCR) under which the notice was issued. Whether the notice has been complied with or is pending."

Town Planning (TP) Schemes — A Gujarat Speciality

Gujarat is one of the very few Indian states that uses the Town Planning (TP) Scheme mechanism as its primary instrument of planned urban development. Under a TP scheme, raw agricultural or undeveloped land is pooled and replotted into regular, serviced urban plots — with deductions for roads, gardens, schools, and other amenities. The resulting "Final Plots (FP)" are then returned to the original landowners in reduced but regular form.

TP schemes are administered by AUDA (Ahmedabad Urban Development Authority), AMC, or the relevant UDA (Urban Development Authority). They are some of the most litigation-prone and RTI-queried processes in Gujarat.

"The Final Plot (FP) allotment order in TP Scheme number X for Original Plot (OP) number X in area name, taluka. The area of the final plot, the total deduction made for roads and amenities, and the reference to the sanctioned TP Scheme map showing the location of the final plot."

"Whether the TP Scheme number X has been finally sanctioned by the State Government under the Gujarat Town Planning and Urban Development Act, 1976. The date of final sanction. Whether possession of Final Plot number X has been handed over to the allottee and the date of possession."

Property Tax:

"The current property tax assessment for the property bearing tenement number X / Property Tax Account number X in ward as per AMC records. The valuation basis used (annual rental value / capital value / unit area method). The date of the last assessment revision. Whether any arrears of property tax are outstanding, and the total amount and period of arrears."

AUDA — Ahmedabad Urban Development Authority

AUDA is the statutory planning authority for the Ahmedabad urban agglomeration including areas outside AMC limits. It is a Gujarat State body; second appeals go to the GIC.

"Whether the layout / scheme at survey numbers, village, taluka has been approved by AUDA. The date of layout approval, the conditions of approval, and whether the developer has completed the formation of roads and provision of amenity space as required under the approval conditions."

RERA Gujarat

The Real Estate Regulatory Authority of Gujarat is established under RERA, 2016. It is a Gujarat State body; second appeals go to the GIC.

"The current registration status of the real estate project bearing RERA Gujarat registration number X. Whether the developer has submitted all quarterly progress reports as required. Whether any complaint has been registered against this project and the status of each complaint."

"Whether any recovery proceedings or enforcement action has been initiated by RERA Gujarat against the promoter of project name, registration number pursuant to any order. The date and amount of the order and the current enforcement status."

Filing RTI in Gujarat: Practical Notes

Gujarat has a state RTI portal for online filing with state public authorities. Verify the current portal URL at the Gujarat government's official website (gujarat.gov.in) before filing.

Application fee: ₹10. BPL cardholders are exempt under Section 7(5) of the RTI Act. Gujarat's state rules specify accepted payment modes — check before sending.

Response deadline: 30 days under Section 7(1). For matters concerning life or liberty, 48 hours.

First Appeal: Under Section 19(1), file with the FAA within the same body within 30 days.

Second Appeal: Under Section 19(3), file with the Gujarat Information Commission (GIC) within 90 days of the First Appeal decision or deemed refusal.

Gujarat's information commission has been reasonably active in enforcing timely responses to land record and electricity RTI applications. The state's strong administrative culture means that well-targeted RTI applications — especially when they cite specific form numbers, mutation numbers, or consumer reference numbers — tend to get substantive responses at the PIO stage more often than in less-organised jurisdictions. Keep certified copies of all documents you send, note all registration numbers, and track your 30-day and 90-day deadlines from the first day of filing.
